These are clearly highly trained assassins, hired by Apple to remove the Google threat.
Notice the expert disguises, complete with lawn chairs so the victim wouldn’t suspect anything.
Fortunately the for the target, they were in a moving vehicle, otherwise the situation would have been quite grim.

This is mating behavior. You can see where they sat waiting for the sensually attractive google street view car. They are using a colorful display, and the snorkels and mask are mating symbols that suggest swollen sensory organs. As for the fins, everyone knows what big feet mean. Definetly mating behavior. Perhaps aided by beer.
